Originally adopted in 1999 by the General Assembly of the World Tourism Organization (UNWTO) and later endorsed by the United Nations in 2001, the Code is a voluntary yet powerful tool. Though not legally binding, it empowers tourism stakeholders to refer any concerns or questions to the World Committee on Tourism Ethics (WCTE), which monitors and guides the ethical application of its principles.

The Global Code of Ethics for Tourism (GCET) is a comprehensive set of ten principles designed to guide the development of sustainable and responsible tourism. Its primary goal is to help governments, local communities, travel businesses, and tourists maximize the economic and social benefits of the tourism industry while actively minimizing its negative impacts on the environment and cultural heritage.
The Code was adopted by the General Assembly of the World Tourism Organization (UN Tourism / UNWTO) in Santiago, Chile, in October 1999. Two years later, in December 2001, the United Nations officially recognized the document and encouraged its widespread implementation. It was the result of extensive consultation with the private sector, non-governmental organizations, labor groups, and member states.
Originally, the Code was designed as a voluntary, non-legally binding instrument. It serves as a strong frame of reference and a moral compass for the global travel industry. However, its core principles have heavily influenced national legislations, international agreements, and corporate social responsibility guidelines worldwide.
The Code is divided into 10 articles that cover the economic, social, cultural, and environmental components of travel. Broadly, they cover: tourism's role in mutual understanding; tourism as a vehicle for individual fulfillment; sustainable development; protecting cultural heritage; benefiting host communities; obligations of stakeholders; the universal right to tourism; liberty of tourist movements; workers' rights; and the implementation of these principles.
Article 5 of the Code explicitly states that tourism should be a highly beneficial activity for host countries and local communities. It emphasizes that local populations should share equitably in the economic, social, and cultural benefits of tourism—particularly through local job creation. It also highlights that special attention must be paid to vulnerable rural, coastal, and mountain regions where tourism might represent a rare opportunity for economic survival.
The Code does not just place rules on businesses; it also outlines how travelers should behave. Tourists are encouraged to acquaint themselves with the customs, laws, and traditions of the host destination before arriving. They are expected to refrain from any criminal acts, avoid offensive behavior, protect the local environment, and actively contribute to the mutual understanding and respect between different cultures.
Environmental protection is heavily emphasized in Article 3. The Code dictates that all stakeholders should prioritize forms of tourism that save rare and precious resources, especially water and energy, and minimize waste production. It calls for tourism infrastructure to be designed in a way that protects ecosystems, biodiversity, and endangered wildlife, and it heavily promotes nature tourism and ecotourism as long as they respect the natural heritage.
Yes, Article 9 is dedicated entirely to the rights of workers and entrepreneurs in the tourism industry. It insists that the fundamental rights of salaried and self-employed workers must be guaranteed by local governments and companies. It also stresses the need for adequate social protection, fair compensation, and continuous professional training, particularly acknowledging the unique vulnerabilities of seasonal workers in the travel sector.
The World Committee on Tourism Ethics (WCTE) is the impartial body responsible for interpreting, applying, and evaluating the provisions of the Global Code of Ethics for Tourism. Outlined in Article 10, this committee provides a voluntary implementation mechanism where stakeholders—such as governments or private companies—can refer matters or disputes concerning the ethical application of tourism practices.
